    A registered sex offender who was jailed in 2009 for the rape of a child and who presents a 'real risk to women and children' is on the loose somewhere in the UK, police have said.

    Twisted Stephen Pennington, 35, is wanted by Lancashire Police after failing to comply with his licence conditions.

    Pennington, who was jailed again last year for breaches of a sexual harm prevention order and notification requirements, is being recalled to prison and has links to Blackburn, Blackpool and Wigan.

    Pennington is described as white, slim and around 6ft tall. He has short balding dark brown hair. Officers have shared pictures of Pennington this morning (September 30) as part of an appeal.

    Det Con Stewart Marshall, from the Mosovo (Management of Sexual or Violent Offenders) Team at West Division, said: "Pennington is a high-risk sex offender who presents a real risk to children and women and I would appeal to anyone who sees him or knows where he could be to get in touch."

    In March it was reported how Pennington used a false name while in a relationship with a woman with kids.

    He began a relationship with a woman between September and December last year. The rapist was in contact with the woman's children during the relationship, which breached his sexual harm prevention order.

    He also gave his name as Stephen Johnson, a name not registered with police, again breaching his order.

    Pennington, then of Blackpool, went missing and was wanted by police. He was later arrested in the resort town in December 2022.

    He was charged and, following a hearing at court, sentenced to three years and six months in prison.

    There is no suggestion Pennington harmed or abused the children he was in contact with, but he knew his actions were in breach of his order

    "He even gave a false name to cover his tracks," explained Det Sgt Sam Johnson, of Blackpool Police.

    “He duped the woman involved, staying with her family, in clear breach of his sexual harm prevention order."
